Finance Department to Launch Routine Inspections of ALL Government Agencies

The Department of Finance has announced that its Finance Inspectors will begin routine inspections and investigations across government agencies, the department said in Circular Instruction 13/2025 dated 25 September 2025.

The circular, issued by the Office of the Secretary Mr Samuel Penias, notifies Departmental Heads, Provincial Administrators, CEOs of DDAs and PHAs, and provincial and district finance managers that inspections are being carried out to strengthen good governance, accountability, and transparency in public fund management.

The inspections are authorised under Sections 4(4) and 5(b) of the Public Finance (Management) Act, 1995 (Amended). Finance Inspectors will conduct comprehensive inspections and investigations, review financial records and transactions, ensure compliance with financial management laws and regulations, identify irregularities, and recommend corrective actions.

The circular lists seven key inspection areas: financial accounting, records and management; revenue collection and expenditure; procurement and contract management; asset management; human resource and payroll management; internal controls and risk management; and compliance with the PFMA and related financial instructions.

Agencies are required to provide full cooperation, including timely access to records, staff, and facilities, to facilitate effective inspections. The Department of Finance emphasised that these visits are routine and do not necessarily indicate any suspicion of wrongdoing by the agency being inspected.
