Buin, South Bougainville – Friday, 24 October 2025
At the official launch of the Buin Solar Farm and Innovation Hub, ICT Minister and Member for South Bougainville Hon. Timothy Masiu unveiled a sweeping portfolio of development projects aimed at transforming Buin and preparing the region for a future of autonomy and prosperity.
Speaking to a crowd gathered in Buin Leva Town, Minister Masiu emphasized the strategic importance of infrastructure in the broader context of Bougainville’s independence aspirations.
“These projects are stepping stones for our independence,” Masiu declared. “Whilst the ABG leadership and the national government continue to discuss the issue of independence for Bougainville, some of us must concentrate on building infrastructures in preparation.”
Among the flagship developments are the ADB-AUSAID funded Level 4 District Hospital and the Buin International Market, both currently under construction. These facilities are expected to significantly improve healthcare access and economic activity in the region.
To enhance communication across Bougainville, Masiu announced a partnership with the National Broadcasting Corporation (NBC) to establish a medium wave transmitter site in Buin.
“This will ensure clear radio coverage into the southern region and other parts of Bougainville,” he said.
In addition, telco giants Vodafone, Digicel, and Telikom are set to expand their presence by constructing more towers, while the ICT Ministry is rolling out digital learning centers in selected schools throughout Bougainville.
Looking ahead, Masiu outlined several ambitious projects in the pipeline:
- Establishment of the Bougainville Teachers College in Buin
- Upgrading of Turiboiru Airstrip to a Level 4 airport
- Construction of a new police station
- Transformation of Kangu Jetty into a full-fledged wharf
“These developments are not just about infrastructure,” Masiu noted. “They are enablers for more to happen.”
