Immigration, Customs, and NAQIA in one System for the First Time – Stronger Border Security, Faster Processing, and Smarter Facilitation of Travel and Trade

Immigration and Citizenship Services Authority Deputy Chief Migration Officer Mr. Clarence Parisau at the official launch of the PNG Digital Arrival Card (PNGDAC) and the Immigration Operations Command Center (IOCC), announced that Immigration, Customs, and NAQIA are now interoperable – Part of the PNG e-Border Solution Project.

Mr. Parisau called the development as a transformative moment for the country’s immigration system.

“For the first time, Immigration, Customs, and NAQIA are integrated into a single information system, ensuring stronger border security, faster processing, and smarter facilitation of travel and trade.”

“This reform also brings a strong environmental benefit by eliminating costs spent on printing millions of paper cards annually and waste, supporting PNG’s sustainability goals and protecting our environment,” Mr. Parisau added.

The IOCC, meanwhile, will serve as the central hub for immigration intelligence, enabling real-time analysis of passenger movements and enhancing risk management at PNG’s borders.

“Our systems are designed to meet international standards under ICAO and IATA, making PNG’s borders globally aligned and future-ready,” Mr. Parisau explained.

Beyond its technological edge, the initiative is framed as a strategic investment in national security.

“This is not just a technological achievement; it is a national security priority. It strengthens our capacity to protect PNG’s people, secure our borders, and enhance tourism and trade,” Mr. Parisau emphasized.

He also acknowledged the collaborative effort behind the project’s success, thanking Minister Hon. John Rosso, the ICSA Senior Management Team led by Chief Migration Officer Navasivu, and the ICSA technical team “for their tireless work at all levels in achieving this milestone.”

Looking ahead, Phase 2 of the e-Border Solution Project will introduce full interactive data feeds from all airlines and sea vessels, further strengthening PNG’s border surveillance and operational efficiency.
