The Climate Change and Development Authority (CCDA), led by Acting Managing Director Ms. Debra Sungi, formally clarified today, June 9, 2026, that extensive public and private stakeholder consultations were successfully conducted during the development and rollout of the nation’s Green Fee Initiative.
The authority established the fee structure by collaborating directly with key state bodies. CCDA hosted an initial strategy meeting with the Papua New Guinea Tourism Promotion Authority (PNGTPA) at their boardroom, submitted policy reviews to the Department of Finance’s Technical Working Group, and initiated formal correspondence to coordinate collection mechanisms.
Furthermore, officials carried out regional workshops and a comprehensive Cost-Benefit Analysis with national treasury and planning departments. To date, approximately K2.7 million has been collected under Department of Finance arrangements. CCDA is currently finalising governance mechanisms and dedicated trust funds to distribute these resources via transparent grants, which will be strictly administered by reputable, independent financial management firms.
PNG finalized this statutory environmental fee because the nation must urgently strengthen its climate resilience, fund biodiversity conservation, protect marine and terrestrial areas, and secure sustainable tourism growth. By integrating visitor contributions into the National Tourism Policy 2025–2045, the government aims to protect vulnerable local ecosystems and foster a climate-compatible economy for future generations.
