Prime Minister James Marape and President of the Autonomous Bougainville Government (ABG) Ishmael Toroama, as Co-chairs of the Joint Supervisory Body, have jointly endorsed amended Terms of Reference for the Moderator, Sir Jerry Mataparae.
The leaders announced that Sir Jerry’s role will be comprehensive and adaptable, aimed at assisting both governments in addressing key unresolved issues regarding Bougainville’s political status.
Emphasizing the importance of dialogue in finding solutions, both leaders reiterated their commitment to the Melanesian Way, which values goodwill, respect, and mutual understanding.
The amended Terms of Reference outlines critical objectives for the Moderator’s mandate, which includes:
- Sessional Orders: Facilitating consensus on sessional orders to bring the results of the 2019 Referendum to the National Parliament for ratification.
- Joint Consultation Report: Overseeing the preparation and endorsement of a joint report in accordance with Section 342(1) of the National Constitution.
- Joint Key Messaging: Assisting the Bi-Partisan Committee on Bougainville in delivering unified messages to Members of Parliament, ensuring a shared understanding of the referendum’s outcome and subsequent steps.
Sir Jerry Mataparae is tasked with maintaining neutrality, engaging both governments, and applying international expertise to uphold the 2001 Bougainville Peace Agreement. as well as relevant constitutional and legislative frameworks.
Support for the Moderator’s work will come from an independent secretariat and technical team, with logistical assistance provided by the United Nations.
The engagement is expected to conclude prior to the 2025 Autonomous Bougainville Government General Elections, underscoring the urgency of the Moderator’s responsibilities.
In thanking both governments for their ongoing commitment, the leaders acknowledged the challenges faced and progress made in Bougainville’s political process to date.
They expressed confidence that this collaborative approach will sustain efforts toward achieving a lasting and peaceful resolution for the region.
