Prime Minister and Defence Minister Hon. James Marape has announced a sweeping independent investigation and major reforms to the Papua New Guinea Defence Force (PNGDF) recruitment process, reinforcing his government’s commitment to discipline, fairness, and transparency in the nation’s armed forces.
The announcement follows unrest at Murray Barracks, with Marape stressing that decisive action was needed to restore integrity and public confidence.
“This is not a minor issue. It goes to the heart of discipline, fairness, and the future of our Defence Force. We will leave no stone unturned,” he said.
An independent panel will immediately commence a two‑week inquiry, comprising representatives from the Office of the Chief Secretary, State Solicitor, Department of Personnel Management, and a senior Australian Defence Force officer at Brigadier General level.
Recruitment processes have been suspended nationwide to ensure impartiality, with a full audit of practices to follow.
Marape thanked the Australian Government for supporting transparency, noting that the involvement of a senior foreign officer adds credibility to the review.
Looking ahead, the government will introduce reforms to strengthen equal opportunity, including prioritising Grade 12 school leavers, introducing provincial quotas to ensure fair representation, and extending recruitment standards to other disciplined services.
“This reform ensures young Papua New Guineans have a fair and equal chance to serve their country, based on merit and transparency,” Marape said.
The Prime Minister urged personnel to raise grievances through lawful channels and warned against political interference.
He assured whistleblowers of protection under the independent inquiry.
“Our Defence Force must remain loyal to the nation, not to political interests. Discipline and integrity must come first,” he said.
Marape concluded by reaffirming his government’s determination to build a professional, transparent, and disciplined Defence Force.
“We are building a Defence Force that is fair, transparent, and capable of serving our nation with honour. This process is about getting it right once and for all.”
